An amendment to Quebec’s Bill 42 (highway safety) would “give the provincial auto insurance board the mandate to come up with guidelines to ban [car] ads that depict ‘heedless, careless or dangerous behaviour and gestures’ “ and more.

“Bill 42 includes proposals for speed limiters on trucks, red-light cameras, photo radar, a ban on the use of cell phone handsets while driving, tougher penalties for speeding, and tougher penalties for intoxicated drivers.”

“Bill 42 would also require governors on transport trucks, limiting their top speed to 105 kilometres an hour, giving them a five-km/h margin over the speed limit for passing.”

The proposed change “would also bar using a hand-held mobile phone while driving and reintroduce compulsory driver ed for new drivers.”
